Because i have light bluish,greenish eyes, with a dark thick blue/gray circle around them.. and my hairs cut in a bob about 3 inches above my shoulders.I have pale skin... And i cant decide weather to go really blonde, or go dark... Who would stand out more to you?

With pale skin I think really dark hair makes you look too pasty... it kind of makes it painfully obvious how pale you are. Lighter hair is better.
